Mozambique

    The Mozambican NCAP aimed to highlight the vulnerability and adaptive capacities of local communities within the context of disasters, as well as reviewing institutional disaster management capacity.

    The significant change in Mozambican adaptation efforts, that has been partly stimulated by NCAP activities, is the emergence of very effective pre- and post- disaster planning capacity in the reorganised administration of INGC (National Institute for Disaster Management). There has been substantial production of policy papers covering a wide range of issues. However, the initial sharing of these papers was only within government offices and not to a wider range of concerned stakeholders, such as NGOs. There are plans for a national meeting, probably hosted by the Universidade de Eduardo Mondlane in late spring 2008.  There are also plans to produce a technical adaptation overviews of agricultural and water resources to parallel the work done by Tanzania. The first national communication to UNFCCC was posted in 2006, and there is active debate on what the second communication should contain. 

    An English language version of the results of the vulnerability studies, using a method that paralleled that used in Tanzania is now available.

    To consolidate the link with INGC, there are a series of provincial level disaster planning seminars that are occurring under the joint ownership of MICOA (national climate change focal point), and INGC.
