    The emphasis of the NCAP projects in Guatemala are on adaptation to climate change and the linkages among water management, sustainable development, livelihood systems of poor communities and climate change impacts. The NCAP project was implemented over the course of 22 months between 2006 and 2008. Its ultimate objective is to formulate a national climate change adaptation policy framework and mainstream adaptation policies into local and national development plans. The project will also consider adaptation policies and strategies in response to the impacts identified in its first National Communication to the the Conference of Parties under the United Nations Framework Convention on Climate Change (UNFCC). It also strengthened national reporting capability for future submissions to the UNFCCC namely in its contribution to Guatemala’s second national communication (SNC).

    There are several key aspects of the policy related work carried on during the NCAP project. NCAP facilitated an inventory of policy setting process in the selected river basins and assessed the potential role in setting policy on water management that incorporates adaptation to climate change. Alongside stakeholders, the NCAP team selected appropriate policy setting processes in the selected river basins and designed an outreach program to integrate participatory modelling in the selected processes. The end result is the mainstreaming of climate change adaptation policies into local and national sustainable development plans.
