Originally the name of the programme was Netherlands Climate Change Studies Assisitance Programme (NCCSAP). In January 2005 this name was changed in Netherlands Climate Assistance Programme.This change was made because the word 'studies' in the title was leading people to think that the programme is some kind of academic research exercise. This is not the case. In fact the current phase of the programme is about the urgent actions that developing countries must take to adapt to the negative impacts of climate change (extreme fluctuations in the climate; more frequent and powerful cyclones and hurricanes, more frequent and intense floods and droughts) which are already occurring.

The first phase of the programme (at that time still called NCCSAP) ran from 1996 to 2003 and was coordinated by the Institute for Environmental Studies (IVM) in close co-operation with the Coastal Zone Management Centre.

Phase one supported activities in Bhutan, Bolivia, Colombia, Costa Rica, Ecuador, Ghana, Kazakhstan, Mali, Mongolia, Senegal, Suriname, Yemen and Zimbabwe.Phase One’s objectives were to enable developing countries to implement commitments under the Framework Convention on Climate Change, to create a greater awareness of climate change issues, and to increase the involvement of policy makers, scientists and the general public.

The scope of activities was both on preventing climate change through greenhouse gas emission inventories and mitigation studies and preparing for climate change through impact, vulnerability and adaptation assessments and designing adaptation strategies, policies and plans. The emphasis was on activities to prepare for climate change in specific sectors such as agriculture, water resources, coastal zones, forestry and natural systems.
