Senegal
The NCAP funded project in Senegal was implemented in two phases. The first of which, NCAP I, consisted of studies to better understand the impacts of climatic change. NCAP II, building on the results of NCAP I, aims to develop a National Adaptation Programme of Action (NAPA) to identify priority activities that respond to Senegal’s urgent and immediate needs with regard to adaptation to climate change. Over the course of these two separate phases, the NCAP’s contribution of technical and financial assistance has strengthened Senegal’s national capacity to prepare, formulate and implement strategies in response to the challenges of climate change, and supported Senegal’s Second National Communication and NAPA submission to the UN Framework Convention on Climate Change (UNFCCC).
Phase I Key Results:
In addition to the development of a group of climate change scenarios for the country, the following Phase I surveys provided detailed knowledge on the climatic, environmental and economic impact of possible changes in climate: 1) vulnerability of the coastal areas to climatic changes; and 2) impact of climatic changes on agriculture. The first survey produced strategies for adaptation in coastal areas, with particular attention paid to the acceleration in the rise of sea level in the Cap Vert peninsula and the Saloum Delta. The second survey suggested strategies for regional agricultural planning and agricultural techniques on an operational scale (irrigation, fertilization, improvement in crop varieties and optimizing sowing dates). Phase I results were approved by the national climatic change committee and will be used in Senegal’s Second National Communication to the UNFCCC.
Phase II Key Results:
Phase II allowed for the consolidation of results and experiences gained in Phase I and moving in the direction of a National Adaptation Programme of Action (NAPA) that focuses on agriculture, water resources and coastal erosion. To this end, Phase II had three main objectives: 1) analysis of institutional policies, strategic orientation, profile of existing information, gaps in studies and in the structure of organizations; 2) analysis of vulnerability, adaptation, and mitigation measures for sectors; and 3) elaboration of a proposal concerning adaptation and/or mitigation measures in the infrastructure and tourism sectors. A major emphasis in Phase II was on establishing linkages from vulnerability and adaptation to climate change to national poverty reduction objectives and integrating climate change into sustainable development plans.
