Mali

    The NCAP funded project in Mali was implemented in two phases over the course of three years. The main goal is to identify, through investigations of bio-physical and socio- cultural and economic environment, a range of methods by which Mali may improve its capacity to respond effectively, efficiently and in a sustainable manner to future climate change. At the end of both phases, Mali will have formulated national climate change policies consistent with Mali’s poverty reduction strategy, thus facilitating the mainstreaming of these policies into district and national development plans.

    The first phase consisted of studies to improve national understanding of the impacts of climatic change. Three main products emerged from this phase. The NCAP team completed the development of a refined climatic scenario that better translates perspectives of climatic variation at a national level. Previous studies have relied on General Circulation Models (GCMs) that are ill-suited for national and sub-national levels of analysis. A study on the climate change impacts on corn and cotton sectors  was completed and supplemented with the development of adaptation strategies for these crops due to their national economic (cotton) and nutritional (corn) value. Another study on  climate change impact on water resources at a national level was completed through surveying two pilots river basins of national importance, the Baoulé and the Sankarani, for irrigated agriculture and hydroelectricity production.  

    NCAP Phase II, building on the results of NCAP I, emphasized adaptation studies to known impacts. Studies specifically examine the linkages between poverty and climate change and the consequences of climate change on the livelihood systems of poor communities. Phase II saw the development of a WEAP application (www.WEAP21.org) for the proposed Taoussa dam basin and use of WEAP to evaluate effectiveness of proposed water resource adaptation strategies. Phase II also focused on capacity building, dissemination of the outcomes of the first national communication, and informing policymakers on the implication of the UN climate change convention for Mali.
