Bolivia

    The NCAP funded project in Bolivia aimed to enhance understanding of the vulnerability and adaptive capacity of local communities in mountain semi arid regions of Bolivia.  The instability of human livelihoods and fragility of ecosystems render these regions extremely vulnerable to climate change and ill equipped to adapt. The project was divided into two phases. Phase I focused on completing participatory vulnerable and adaptive capacity assessments in two identified regions: the Lake Titicaca region and the Middle Basin of River Grande or Vallegrande Region. Phase II emphasized mainstreaming of adaptation concerns into development planning.

    Phase I Key Results:
    During Phase I, Bolivia started two parallel processes, 1) NCAP activities concentrating efforts in the two regions mentioned above and 2), initiation of sector-wide stakeholder consultations across the country in the context of developing its National Adaptation Plan of Action. In both processes, special attention has been paid to cross-cutting issues of food security, human health, and water resources. An adaptation workshop was held to better understand local coping strategies that could guide local and regional adaptation planning and producing an Adaptation mainstreaming concept paper for incorporating adaptation concerns into government planning processes. Other results include the completion of participatory vulnerability appraisals in both study regions as well as a human health case study report for the Titicaca region.

    Phase II Key Results:
    During Phase II, the outputs of Phase I informed a strategy for mainstreaming adaptation concerns into development planning. Additionally, institutional agreements necessary to pursue adaptation programs and leverage financial resources from private and governmental sources were finalized. Two workshops with local authorities and key stakeholders were held to agree on and prioritize adaptation measures for a local climate change adaptation strategy.  Representatives from municipalities in attendance agreed on measures to enhance water security, productive system resilience and sanitary measures to prevent vector borne diseases. Municipalities have formally approved local strategies and have agreed to provide the institutional mandate and financial support for adaptation measures. The project team was also able to secure additional funding to finance additional adaptation measures in the context of the Adaptation Strategy mentioned above.
