Supported Activities
The NCAP supports studies and workshops in participating countries in support of the production of:
- Policy relevant and scientifically sound studies in the area of climate change.
- Vulnerability and adaptation analyses.
- National Communications under the UNFCCC.
Studies supported by the NCAP
Thematic and/or sector studies for the promotion of preparation, formulation, implementation and evaluation of national climate policy in participating countries. Frameworks are national programs for sustainable development (including Poverty Reduction Strategy Papers (PRSPs) or programs based on these), UNFCCC guidelines for National Communications, IPCC guidelines, IPCC assessments and special reports.
Studies may be related to:
- Analyses of the vulnerability to the adverse impacts of climate change on people and the environment.
- Greenhouse gas emission inventories.
- Analyses of the technical and policy options for adaptation to the consequences of climate change (adaptation policy).
- Analyses of the technical and policy options for mitigation of the consequences of climate change (mitigation policy).
- Analyses of the capacity building needs for the promotion of adaptation and/or mitigation, including the desirability of programs for public awareness raising.
Studies may be multidisciplinary and should be multi-sector and/or sector-focused.
The following sectors are of most importance: energy, water management, forestry, transport, coastal management, public health, agriculture, soil protection and 'disaster preparedness'.
In a number of cases existing sector studies may be added to or deepened in order to reach greater insight in the national climate problematique and potential adaptation possibilities.
Studies should result in concrete advice and recommendations for the creation and implementation of national climate policy in the respective country. It is certainly possible that studies will also contain recommendations that may influence existing or proposed activities and programs for development cooperation (bilateral and multilateral).
Workshops supported by the NCAP
Workshops will be supported that serve one or more of the following aims:
- Disseminating the results of the studies and the National Communications to a wide group of stakeholders.
- Raising awareness of the climate problematique.
- Influencing the activities of government and business organizations in order to promote concrete possibilities for adaptation and mitigation activities.
- Gaining increased insight into specific study areas that may be poorly understood or missing (but which may be important for the creation of effective climate policy).
Workshops may be attended by representatives from, for example: relevant ministries, scientific bodies, industry groups, non-governmental organizations (NGOs), citizen based organizations (CBOs) or other organizations (depending on the specific aims and objectives of the respective workshop).
