NCAP Management
Management of the programme
NCAP is a programme of the Netherlands Ministry of Foreign Affairs.
Management of the NCAP is passed to an independent executing agency.
ETC International is managing the current phase of the NCAP (during 2003-2007).
The Institute for Environmental Studies (IVM) managed phase one of the NCAP (during 1996-2003).
NCAP programme management involves:
- Daily management.
- Assisting in the preparation of project proposals and sector studies.
- Visiting respective countries to discuss progress, to attend workshops, and to provide assistance as required.
Management of activities in participating countries
One person or institution in each participating country coordinates NCAP activities. In close consultation with the local organizations that are involved in the NCAP, this 'national coordinator':
- Facilitates the identification and elaboration of national activity plans and monitors their implementation.
- Indicates, for each activity, the required technical assistance that cannot be mobilised on the national level.
- Coordinates and undertakes administrative and financial management of national activities.
- Communicates with and provides advice to the relevant government ministry in the participating country.
Reports on progress and results to the NCAP management team.
