Multi Stakeholder Involvement
The implementation of climate policy is dependent on the strength of the constituency that will support such policy.
The corporate sector, non-governmental organizations (NGOs) and citizen based organizations (CBOs) can give important support to policy changes that are essential for mitigating and adapting to the adverse impacts of climate change.
The main stakeholders in the NCAP are initially developing country research institutions that focus on climate change. It is essential, however, to move beyond the scientific community to inform policy makers and society at large of the threat that climate change poses and the potential of mitigation and adaptation strategies.
NCAP therefore considers it important that 'broad layers' of society are involved in formulating climate policy, including influential government ministries (such as the ministries of planning and/or finance), scientific bodies, business organizations, parliamentarians, NGOs and CBOs.
In addition, NCAP considers it important that climate studies should be policy relevant and that policy recommendations should be linked to the (usually short-term) policy-making timeframe (such as the electoral cycle).
Having said this, NCAP recognizes that activities can only take shape according to the specific identified problematique in each country and that different countries have different objectives and approaches, which must be respected.
